TIANJIN, China, Dec. 7, 2024 — The Tianjin Economic-Technological Development Area (“TEDA”), established in 1984 with State Council approval, is marking its 40th anniversary. This anniversary underscores its transformation from a barren salt-alkali land into a leading national-level economic development zone in China, boasting a highly favorable investment climate, the largest economic output, and extensive global integration. TEDA encompasses ten industrial parks across 403 square kilometers, supporting 53,400 businesses.
China’s sustained high level of openness has fostered a strong investment environment. “As a pioneer of reform and opening up, TEDA has cultivated a top-tier business environment to encourage sustainable growth and robust innovation,” stated Hong Shicong, head of the TEDA administrative committee.
Through strategic planning, industrial development, and synergistic services, TEDA has ranked as China’s top economic development zone for sixteen consecutive years. By the end of 2023, it had attracted 6,478 foreign investment projects from 97 countries and regions, including 573 projects from 124 Fortune 500 companies, totaling USD69.557 billion in foreign investment.
TEDA assists multinational corporations in accessing and connecting with Chinese markets and industry chains. In 1992, the establishment of Motorola China, the first large-scale, wholly owned multinational high-tech company, marked a new era for wireless communication in China and signified TEDA’s ongoing commitment to improving its business environment and legal framework.
Initially, TEDA implemented flexible land-use policies, introducing 70-year land use rights through lease agreements. As it developed, TEDA established benchmark labor protection regulations, setting a precedent in China’s legal landscape. These innovations earned TEDA recognition as one of China’s most innovative local governments by “Impact China.”
TEDA’s large-scale industrial clusters (hundreds of billions of yuan) facilitate talent development and manufacturing across diverse sectors including automobiles, IT, new chemical materials, pharmaceuticals, and healthcare.
Situated at the nexus of the Beijing-Tianjin-Hebei Integration Plan and the Bohai Bay area, TEDA integrates seamlessly with 162 inter-provincial government services. Professional third-party consulting services are available to support financing, operations, management, talent recruitment, and sales channels.
