They argue it would deny law-abiding small businesses the chance to provide wellness and therapeutic products to Texans, which in turn supports the state’s economy.
If Governor Abbott doesn’t veto SB 3, it will prohibit the majority of hemp-derived cannabinoid products currently available in over 7,500 licensed retail locations in Texas. According to a 2025 report by Whitney Economics, the hemp-derived cannabinoid industry is vital to the Texas economy:
- It provides 53,300 jobs for Texans.
- It contributes $2.1 billion in wages.
- It generates $5.5 billion in revenue.
- It contributes $267 million in retail sales tax.
- Its total economic impact is estimated at $10–10.5 billion.
The Whitney report highlights that the industry’s impact extends beyond retail stores to include rural farming, supply chains, distribution, and manufacturing. Over 8,500 licenses across retail, wholesale, and manufacturing could become worthless.
