Law Firm Sues D.C. on Behalf of Six Displaced Black Homeowners

WASHINGTON, February 8, 2025 — On Friday, February 7, 2025, May Jung LLP filed an emergency motion for a temporary restraining order and preliminary injunction against the District of Columbia in U.S. District Court. This action represents six Black female residents displaced from their Southeast D.C. homes due to a deteriorating building constructed with over 6 million dollars in taxpayer funds.

The motion alleges that the District failed to provide promised information on tax implications and refused to negotiate reasonable accommodations to its February 10, 2025 deadline for the residents to make crucial decisions about their property and housing vouchers.

The motion seeks court intervention to give the Plaintiffs adequate time—more than a few days—to make these significant decisions, ensuring they have sufficient information and understanding of the long-term consequences for their families, financial security, and future housing.

All Plaintiffs are Black women who, at the time of purchase, were first-time, low-to-moderate-income homebuyers eligible for homes built using Housing Production Trust Funds (HPTF). They purchased their homes between 2017 and 2018.

“The District has consistently abused its power to the detriment of these Black women,” said Je Yon Jung, Plaintiffs’ attorney. She added, “The District’s pattern of dishonesty and unfairness is shocking. After nearly four years of inaction, they are forcing these vulnerable, displaced women and their families to make a life-altering decision within ten days or face a potential $3 million dollar condemnation bill. This coercive tactic reveals the District’s insincerity regarding affordable housing for all residents.”

“The District believes it’s above the law and can act with impunity against Black and poor residents,” stated Attorney LaRuby May.  “We will continue fighting to ensure the District treats all its residents, not just wealthy White residents in Northwest D.C., with justice and respect.”
