Rivada Outernet’s high-security, low-latency network will accelerate digital transformation.

  • High-speed global data network using satellite-to-satellite laser links
  • Ultra-secure network with extremely low latency
  • Combines fiber speed with satellite reach
  • Gateway-less architecture ensures inherent security

MUNICH, Jan. 17, 2025 — Vodafone Cook Islands and Rivada have signed a memorandum of understanding to provide next-generation telecoms connectivity, driving network expansion and digital transformation in Oceania and beyond.

Rivada's Outernet. The first unified global communications network.

Like much of Oceania, the Cook Islands faces telecommunications limitations due to geographical isolation. Vodafone Cook Islands aims to leverage Rivada’s Outernet for resilient connectivity, offering scalable and secure solutions to businesses and government entities. With Asia’s subsea cables, crucial for global data transfer, increasingly subject to geopolitical tensions, the region needs robust, fast, and reliable infrastructure.

Rivada’s Outernet is a next-generation low-Earth orbit satellite constellation. Upon full deployment, it will provide gigabit connectivity globally, bypassing the public internet and third-party infrastructure. Its inter-satellite laser links, advanced onboard processing, and unique routing create an ultra-secure optical mesh network where data remains in space, offering end-to-end latency far lower than terrestrial fiber over comparable distances. This brings high-speed, low-latency connectivity to Pacific islands.

Donald Chew, Rivada’s VP of APAC Sales, stated: “With over $14 billion in global business for our unique LEO network and growing regional partnerships, we see significant growth in Asia.” Chew added: “Outernet’s ability to meet Asia’s telecoms providers’ needs for security, latency, capacity, and coverage will strengthen regional infrastructure, support national digital strategies, ensure continuous connectivity, and expand international bandwidth.”

Phillip Henderson, CEO of Vodafone Cook Islands, commented: “We’re thrilled to partner with Rivada to deploy Outernet, providing multi-gigabit performance and global reach. This enhances our infrastructure and expands services to outer islands. Next-generation LEO satellite communications empower remote communities, advancing online education, healthcare, and business services, thus accelerating innovation and economic growth.”

Rivada will participate in PITA and from January 19-22, exploring NGSO network opportunities in the Asia Pacific and Oceanic Island regions:

  • Exploring LEO’s potential for data networks and services and opportunities for new business models and end-user services.
  • Ultra-secure networks are crucial for global enterprise and government communications, with laser communications playing a key role.
  • LEO partnerships enable Asia Pacific satellite and telecom operators seeking growth to complement and extend services beyond GEO capabilities.

To learn more, meet Donald Chew, Rivada’s VP of APAC Sales, at PITA and PTC from January 19-22. Contact to schedule a meeting.
