
BARCELONA, Spain, March 10, 2026 — At MWC 2026 in Barcelona, Huawei and China Telecom were honored with the GSMA GLOMO award for Best Mobile Innovation for Enhancing the Lives of Children and Young People. The recognition, part of the Tech4Good category, was awarded for the Qingjiao Plan initiative in Langcang County, China.

The Qingjiao Plan, established in 2019 by the China Social Entrepreneur Foundation (CSEF), leverages China Telecom’s 5G infrastructure and Huawei’s WeLink platform. The initiative creates an online community and provides training resources to support educators and students in underserved rural regions.
“The Qingjiao Plan effectively addresses the urban-rural education gap, in line with the UN Sustainable Development Goals,” stated Cui Yangyang, Director of the TECH4ALL Program Office at Huawei. “It provides students in remote areas with the essential digital learning tools required to succeed.”
To date, the program has facilitated training for nearly 180,000 rural teachers across China, indirectly impacting millions of students. Specifically in Langcang County, 600 primary and secondary school teachers have been trained, benefiting 5,000 students.
The GLOMO judging panel, consisting of over 200 global industry experts—including CTOs, academics, journalists, and analysts—evaluated the entries.
The judges remarked on the Qingjiao Plan: “The project is impressive in its scale and potential to reach a vast number of students. By combining connectivity with teacher resources, it offers a comprehensive and multifaceted solution.”

CSEF: With the backing of the government, CSEF identifies top-tier teachers from across the country to share their expertise digitally, providing educational resources that bolster the skills of rural educators and improve student performance.
Huawei: As part of the TECH4ALL digital inclusion initiative, Huawei Cloud’s WeLink platform serves as an interactive teaching hub connecting students, teachers, and schools. This allows students in resource-constrained rural areas to access remote multimedia lessons, mirroring the learning opportunities available to their urban counterparts.
China Telecom utilizes its 5G and optical network infrastructure to provide nationwide connectivity for rural regions by integrating campus 5G and Wi-Fi. This network architecture ensures secure terminal management and seamless roaming between fixed and mobile networks.
Additionally, Huawei’s “Skills on Wheels” campaign was shortlisted for this year’s award in the Marketing Excellence: Marketing for Good category.
