U.S. special envoy Steve Witkoff says preparations for the second phase of the are underway. This announcement comes on the heels of high-level U.S.-led talks in Miami that included representatives from Egypt, Qatar, and Turkey.
“During our conversations about phase two, we stressed the need to establish a governing entity in Gaza under a unified Gazan authority to safeguard civilians and uphold public order,” . “We also discussed regional integration initiatives—such as trade support, infrastructure building, and collaboration on energy, water, and other common resources—as critical for Gaza’s rehabilitation, regional security, and long-term prosperity.
“We reviewed the next steps in the phased rollout of the Comprehensive Peace Plan for Gaza, highlighting the importance of proper sequencing, coordination, and effective oversight in partnership with local Gazan institutions and international partners.”
Alongside looking ahead to the next phase, the group reflected on the implementation of the first ceasefire phase, which Witkoff noted “yielded progress.”
In the first phase, humanitarian aid was delivered to the Gaza Strip, hostilities were reduced, and Israeli forces partially withdrew. Additionally, all living hostages and most deceased hostages were released. The last remaining hostage is Ran Gvili, killed during the Oct. 7, 2023, attacks.
The U.S.-led talks on the second phase of the plan were preceded by a similar meeting in Cairo, reportedly attended by intelligence chiefs and Qatar’s prime minister.
“During the meeting, [they] also agreed to continue strengthening coordination and cooperation with the Civil Military Coordination Center to eliminate all obstacles to ensure the ceasefire’s continuity and prevent further violations,” , adding that they also discussed addressing alleged Israeli ceasefire violations.
The second phase of the deal involves deploying an international stabilization force, establishing an international body to govern Gaza, and disarming Hamas. Furthermore, Israel will move further from the so-called “yellow line” before the international force takes over, according to
