The new collaboration seeks to provide a safe and reliable digital payment system that functions even without internet access on a global scale.
SINGAPORE, June 23, 2025 — The Algorand Foundation announced today a new strategic alliance with Paycode, a leading provider of biometric and offline digital payment solutions, to promote comprehensive financial infrastructure in isolated and underserved areas.
Paycode’s operations span across countries like Afghanistan, Ghana, Zambia, Mozambique, and the Democratic Republic of Congo, where significant portions of the population are excluded from traditional financial services due to lack of internet access. Through this partnership, Paycode and Algorand will investigate integrating public blockchain technology to enhance digital identity frameworks, boost transparency, and introduce novel methods for delivering dependable and inclusive payments on a large scale.
According to Staci Warden, CEO of the Algorand Foundation, “This partnership directly applies blockchain technology to assist those with the greatest need. Paycode is already serving some of the most challenging regions. We now have the chance to improve the transparency, efficiency, and trustworthiness of these systems.”
As part of the partnership, Paycode has chosen Algorand as the blockchain for migrating its digital payment infrastructure on-chain. This decision leverages Algorand’s high speed, security, and energy efficiency to support future payment systems that prioritize offline functionality.
Paycode’s technology is currently utilized by over 6 million people in 8 countries, many of whom reside in remote, underserved areas with limited or no internet connectivity. To date, Paycode has securely distributed $250m in aid and social payments, fostering financial inclusion through biometric identity, offline digital wallets, and real-time payment processing.
The two organizations will collaborate to host components of Paycode’s digital payment infrastructure on the Algorand blockchain. Their focus will be on enabling transparent aid distribution, incorporating stablecoin-based settlement mechanisms, and developing robust financial tools that function even without internet access. This partnership demonstrates a joint commitment to providing systems that are scalable, interoperable, and secure, even in areas with poor connectivity.
Gabe Ruhan, CEO of Paycode, stated, “This collaboration aligns with our goal of extending secure, offline digital finance to those who are most excluded from the formal economy. With Algorand, we can explore ways to future-proof our infrastructure and unlock new possibilities for public-good payments.”
The partnership is an extension of the Algorand Foundation’s broader dedication to promoting digital public infrastructure and financial access in emerging markets.
About Algorand Foundation
Algorand’s goal is to enable a world where information is reliable and innovative ideas can expand. The Algorand Foundation promotes Algorand’s rapidly expanding ecosystem by offering an exceptional development environment, supporting essential infrastructure, establishing technical standards, providing extensive support to builders and entrepreneurs, and creating the framework for decentralized governance.
Launched in 2019, the Algorand (ALGO) blockchain has developed into a dynamic ecosystem of developers, entrepreneurs, and enterprise partners that benefit from institutional-level certainty and resilience. Its affordable fees, immediate finality, and low carbon footprint are appealing to the protocol’s millions of retail users, and developers of all types value the ability to use common programming languages like Python. Algorand builders are developing protocols and businesses that address important global issues, such as instant payments in conflict and disaster zones, self-sovereign identity for marginalized individuals, supply-chain tracking for global trade, permissionless protocols that promote financial inclusion, and the creation of entirely new markets through tokenization.
