
WASHINGTON, Feb. 6, 2026 — The American Trailer Manufacturers Coalition praises the U.S. International Trade Commission (ITC) for its positive preliminary injury finding announced today in the antidumping and countervailing duty (AD/CVD) investigation recently initiated by the Coalition. The favorable vote for each nation covered by these petitions—China, Canada, and Mexico—reflects the ITC’s acknowledgment of the substantial harm inflicted by dumped and subsidized van trailer imports entering the U.S. from these countries.
“In our pursuit of robust AD/CVD duties on unfairly traded van trailer products, we appreciate the ITC’s positive preliminary injury determination,” stated counsel for the American Trailer Manufacturers Coalition. “We anticipate ongoing advancement in this investigation, which is vital to safeguarding this key American industry from additional harm.”
In reaction to years of dumped and subsidized Canadian, Chinese, and Mexican trailer products undercutting the domestic trailer sector, the American Trailer Manufacturers Coalition submitted AD/CVD petitions to the ITC and U.S. Department of Commerce on November 20, 2025. The domestic trailer industry sustains thousands of American jobs nationwide that have been severely impacted by these unfair foreign trade practices.
Following this positive preliminary injury finding by the ITC, the next phase of the investigation will be overseen by the U.S. Department of Commerce, which will assess the scope of subsidization and dumping occurring. Commerce is projected to release its preliminary CVD determination in June 2026 and its preliminary AD determination in July 2026. Should these preliminary findings also be positive, provisional AD/CVD duties will be imposed based on the calculated preliminary margins. If both Commerce and the ITC ultimately deliver positive final determinations, AD/CVD orders on van-type trailers will be established, levying duties on the unfairly traded imports for a minimum of five years.
