Canadian Dental Care Plan to Open to All Remaining Eligible Adults

NEWMARKET, ON, March 22, 2025 – Investing in the health of Canadians is essential for a stronger Canada. The Canadian Dental Care Plan (CDCP) has significantly broadened access to affordable dental services in its first year. Over 3.4 million Canadians have been approved for the plan, with 1.7 million already having received care.

The Honourable Kamal Khera, Minister of Health, along with the Honourable Ali Ehsassi, Minister of Government Transformation, Public Services and Procurement, announced today that all remaining eligible Canadians between 18 and 64 years old can apply for the CDCP in May 2025, with coverage potentially beginning as early as June 1, 2025.

Applications will be accepted based on the following age groups:

  • May 1: Individuals aged 55 to 64
  • May 15: Individuals aged 18 to 34
  • May 29: Individuals aged 35 to 54

To be eligible for the CDCP, applicants must meet these criteria:

  • Lack access to dental insurance.
  • Have submitted their individual 2024 tax return in Canada (and that of their spouse or common-law partner, if applicable).
  • Possess an adjusted family net income below $90,000.
  • Be a Canadian resident for tax purposes.

Similar to previous groups, eligible Canadians can apply through the internet, by telephone, or in person at a Service Canada Centre.

Renewal Process Begins

Starting in March 2025, current CDCP members need to take steps to renew their coverage. CDCP members need to have filed their 2024 tax return and obtained their 2024 Notice of Assessment from the Canada Revenue Agency before renewing through , or by phone.

CDCP members must submit their renewal applications by June 1, 2025, to maintain continuous coverage. Coverage for those who fail to renew will terminate on June 30, 2025, and any dental services received during a coverage gap will not be reimbursed.

  • This final group of Canadians eligible for the CDCP will begin accessing care as early as June 1, 2025. The start date for accessing oral health care will depend on when eligible Canadians apply, when their application is processed, and when their enrollment is finalized.
  • Approximately 4.5 million uninsured Canadians between the ages of 18 and 64 are expected to join the millions of seniors, children, and adults with a valid Disability Tax Credit certificate who are already eligible for affordable dental services under the CDCP.
  • To date, almost 98% of active dentists, denturists, dental hygienists, and dental specialists in Canada, including those in educational institutions, are providing care to patients covered by the CDCP.
  • Both those renewing their eligibility and those newly eligible for the CDCP will receive letters and reminders from the Government of Canada to assist them through the process.
