WASHINGTON, June 27, 2025 — Foreign Ministers representing the Democratic Republic of Congo and Rwanda formalized a pivotal peace accord at the U.S. State Department. This historic signing, observed by Secretary of State Marco Rubio, concludes years of hostilities and creates unparalleled pathways for economic advancement and regional security.
This wide-ranging accord outlines provisions for territorial integrity, procedures for disarmament, and the re-establishment of displaced communities, thereby establishing a basis for enduring peace in the eastern Democratic Republic of Congo.
“This day signifies a pivotal change for our country and its inhabitants,” stated Foreign Minister Thérèse Kayikwamba Wagner. “This agreement not only concludes years of hardship but also paves the way for the prosperity and advancement our people are entitled to. We extend our gratitude to President Trump and Secretary Rubio for their steadfast dedication to fostering peace in Africa.”
President Félix Antoine Tshisekedi Tshilombo underscored the wider significance, noting, “Peace is fundamental to advancement. With stability re-established, the DRC can now fully achieve its capacity as a vital associate in U.S. trade and defense. This compact reinforces not only our region but also our strategic partnership with America.”
President Tshisekedi indicated that the peace agreement and its associated economic structure are anticipated to draw substantial American investment, generate jobs, and improve regional trade routes. He added, “Once security is secured, the DRC anticipates contributing to regional growth, ensuring supply chain consistency, and simultaneously addressing a national security concern for the United States.”
“The leadership of the United States was crucial in attaining this significant breakthrough,” remarked Foreign Minister Wagner. “The Trump administration’s dedication to the Democratic Republic of Congo and broader African prosperity highlights America’s recognition that peace and collaboration are mutually beneficial.”
The accord encompasses clauses for an immediate halt to conflicts, the disarmament and reintegration of militant factions, the repatriation of refugees and internally displaced persons, and a strengthened economic collaboration framework. Secretary Rubio commended the agreement as an exemplary approach to resolving conflicts. The signing event in Washington concluded several days of intensive discussions, which built upon the Declaration of Principles that was signed in April 2025.
