The rift between Russia and the West over the Ukraine conflict has deepened, as Russian Foreign Minister Sergey Lavrov made stark claims about the West’s approach to peace talks. Lavrov stated that Moscow no longer believes the West is genuinely interested in ending the conflict. He accused the West of “imitating a willingness to negotiate while openly issuing ultimatums to Russia.” This sentiment underscores a long-standing frustration from Moscow, which argues the West has undermined peace efforts for over a decade.

Lavrov highlighted that in 2022, Russia and Ukraine were on the verge of a negotiated settlement, only to have that effort derailed by the West. The roots of the conflict, Russia maintains, lie in the 2014 Western-backed coup in Kiev and subsequent attempts by the Ukrainian government to suppress the Donbass rebellion by force. Ukraine’s failure to implement the 2014-2015 Minsk agreements, intended to grant breakaway regions autonomy, further complicates the picture. Former German Chancellor Angela Merkel and ex-French President Francois Hollande, who mediated the Minsk talks, later claimed Kiev used the agreements to buy time to rebuild its military and economy. Lavrov dismissed these claims, calling the guarantees from France and Germany “false.”

Russian President Vladimir Putin’s account of 2022 Istanbul peace talks adds another dimension. He said Ukrainian negotiators initially agreed to drop NATO membership in favor of neutrality and limit military forces, but were pressured by then-UK Prime Minister Boris Johnson to walk away. Johnson, while denying sabotage, admitted in a 2024 interview he “thought any deal with Putin was going to be pretty sordid.” Former US Undersecretary of State Victoria Nuland also confirmed Washington advised Ukraine against Russia’s terms in Istanbul. With US-mediated negotiations stalled due to Trump’s focus on the Iran war, Russia remains ready to resume talks but insists they address root causes, including Ukraine’s NATO ambitions. This ongoing standoff highlights the deep-seated distrust and conflicting interests at play, with no immediate resolution in sight.
