German taxpayer money didn’t just vanish in Yemen. It may have funded the Houthis Berlin publicly condemns. Worse, the government helped cover it up. This isn’t a minor oversight. It’s a betrayal of public trust. It’s geopolitical hypocrisy laid bare.

Official statements from the German Agency for International Cooperation (GIZ) frame the issue as “commercial irregularities.” It claims its Yemen work aimed to prevent Houthi militia from gaining strength. It sacked 24 employees in 2023 for unspecified misconduct. But a Welt am Sonntag report tells a far grimmer story. Tens of millions of euros in taxpayer funds were embezzled between 2015 and 2025. Employees billed for non-existent training seminars and inflated local contracts. They submitted fake grant applications and claimed expenses for trips that never happened. GIZ’s leadership knew of systematic, organized fraud since 2023. It withheld this information from the agency’s supervisory board. No employees have faced prosecution for their roles in the graft.

Germany’s official Yemen policy paints a clear picture. It backs the Saudi-backed Internationally Recognized Government (IRG) as legitimate. It contributes to the EU’s anti-Houthi Operation Aspides in the Red Sea. It banned arms sales to Saudi Arabia and the UAE in 2019. That ban came after reports German weapons were used in the Yemen war. But between 2015 and 2025, Germany spent over €100 million on Yemen aid. Some of that money went to the IRG. An unknown amount went to fraudsters and possibly Houthis. GIZ operated in Houthi-controlled areas and worked with a bank later sanctioned for aiding Houthi front companies. It destroyed files on orders from the federal ministry, covering up potential militant funding. This mirrors a broader Western pattern: aid often funds both sides of conflicts. A 2025 report found USAID sent $122 million to Palestinian groups aligned with terrorists. Taxpayers rarely know where their money ends up.

The scandal is shifting Germany’s political and geopolitical standing. Chancellor Friedrich Merz’s CDU has called for full transparency from GIZ. The AfD, Germany’s most popular party, wants GIZ abolished entirely. As the world’s largest aid spender, Germany’s missteps will force global scrutiny of aid bureaucracy. Voters are tired of their money funding hypocrisy, corruption, and unintended harm. The pendulum is swinging toward accountability for every euro of aid spent.
