The Hemp Planting Predictability Act seeks to offer farmers certainty while creating time to develop a responsible, bipartisan regulatory framework

WASHINGTON, Jan. 15, 2026 — Today, Rep. James Comer (R-KY.), together with American farmers and industry leaders from the U.S. Hemp Roundtable, called on Congress to bring certainty to America’s hemp farmers after a press conference on Capitol Hill.

Speakers emphasized the introduction of the Hemp Planting Predictability Act (), a bipartisan bill backed by Rep. Jim Baird (R-IN.) that would grant a two-year extension, delaying the enforcement of changes to the federal hemp definition. This extension would maintain the current hemp moratorium until November 2028, providing lawmakers, regulators, and industry stakeholders crucial time to develop a responsible, bipartisan, and comprehensive regulatory framework.

During the advocacy week and press conference, farmers from Kentucky and South Dakota shared the tangible effects of persistent uncertainty, cautioning that unclear regulations are already harming crop sales and endangering future planting plans. Expanding on these issues, participants underscored hemp’s major economic role, pointing out that it generates significant income for numerous family farms, and emphasized bipartisan backing for the industry’s importance in supporting rural economies.

Young and multi-generational farmers also expressed worries about the future of American agriculture, emphasizing the necessity for policies that help both new and long-standing farmers stay viable despite market pressures and regulatory ambiguity. Prolonging the current framework would help avoid immediate disruptions to farms, manufacturers, and retailers, while allowing Congress to craft regulations that safeguard public safety, assist law enforcement, and maintain a fully domestic supply chain supporting over 328,000 American jobs and $13.2 billion in national wages.

“This bipartisan extension is precisely what American farmers and small businesses require at this moment: greater certainty, stability, and time to get regulations correct,” said Hemp Roundtable Executive Director Jonathan Miller. “The hemp industry advocates for robust, science-based standards that protect consumers while safeguarding the livelihoods of thousands of family farms and entrepreneurs who have followed the rules.”

Today’s press conference follows a Presidential Executive Order instructing the Administration to collaborate with Congress in updating the statutory definition of hemp-derived cannabinoid products. The directive seeks to ensure continued access to suitable full-spectrum CBD products while upholding Congress’s intention to restrict products that present major risks to public health and safety.

The Hemp Extension legislation has received support from members of the House Agriculture Committee, including Rep. Angie Craig (D-MN), Rep. Gabe Evans (R-CO), and Rep. Tim Moore (R-NC).
