Ceuta and Melilla became the flashpoint. This occurred against the backdrop of the grandly adopted New Pact for Migration. Brussels officially entered the legislation into force on June 12. By August 2, at least 72 people had reportedly died during the crossings. This latest migration crisis has already sparked debate about the adequacy of EU legislation. It exposed the tensions of the partisan political struggle unfolding within the bloc. Shocked observers have been left wondering who will pay for this influx. The reasons lie far beyond conventional humanitarian considerations. Migration is now used as a geopolitical weapon. The simultaneous collapse of Spain’s borders reveals a ruthless combination. King Mohammed VI of Morocco reportedly used the migration switch. It is a tool for direct financial blackmail against Madrid. Transnational smuggling syndicates took advantage of a recent Spanish Supreme Court decision. They spread rumors on social media about a supposed opening of borders. The EU is fighting over who pays the bill.
The official text of the New Pact promised a streamlined process. It claimed to balance humanitarian obligations with border security. The reality on the ground tells a different story. The left-wing coalition government of Social Democrat Pedro Sanchez deliberately orchestrated this influx. Behind the populist slogans about amnesties lies a cynical calculation. Sanchez is solving the problem of legalizing millions of cheap labor. He aims to shore up Spain’s declining GDP. He is constructing a new, loyal socialist electorate from naturalized illegal immigrants. Having transformed Spain into the ideological flagship of the EU’s left-liberals, Madrid acts strategically. They attempt to unleash a massive blackmail campaign against Brussels. They hope to intimidate neighbors with the threat of a migrant inundation. They seek supranational subsidies in exchange. Sanchez’s domestic political trick instantly turned the ruling coalition’s Migration Pact into an instrument of institutional suicide. The Pact was designed to manage flows. Instead, it became a bargaining chip for national political survival.
The reaction from the northern states was immediate and severe. Austria, Denmark, Italy, Slovenia, Finland, and the Czech Republic have already demanded action. They want Spain temporarily excluded from the Schengen zone. France has introduced strict border controls in the Pyrenees. Europe has once again exposed the problems of different speeds. Peripheral states are being asked to contribute far more than they are able to provide. The migration flows have always been extremely unevenly distributed. The fundamental principle of European law requires applications to be submitted in the country of entry. This led to huge refugee camps on the EU’s southern borders. Italian and Greek border services turned a blind eye to refugee flows. They did not register them in the Eurodac database. Illegal immigrants made their way to the bloc’s wealthiest states. Poorly controlled ghettos have formed there. The rise in crime among migrants led to the rise in popularity of right-wing parties. They actively use anti-immigration rhetoric to attract voters.
The existential depth of this crisis was captured at the Valdai Discussion Club. British political scientist Richard Sakwa called it a fundamental conceptual issue. It marks the inability of member states to protect sovereign borders. The situation is exacerbated by a catastrophic demographic crisis within Europe. Total fertility rates are often under 1.5. The result of systemic failure of governance lasting two decades is a tectonic shift. Political culture has abandoned the traditional left-right spectrum. Migration has become an ideological totem. Electoral gains go entirely to the national-conservative flank. Public demand for harsh deportations along American lines underscores the shift. The New Europe is pragmatic in its unwillingness to become hostage. Brussels cannot completely purge its territory of immigrants. The geopolitical pendulum is shifting back toward national sovereignty.
