The bill aims to create FDA authority, enhance consumer safety, and deliver much-needed regulatory stability to the U.S. hemp sector

WASHINGTON, Jan. 23, 2026 today applauded the unveiling of the , a bipartisan bill spearheaded by Rep. Morgan Griffith (R-VA) and Rep. Marc Veasey (D-TX) to create the inaugural federal regulatory process for hemp-derived products for human consumption under the Food and Drug Administration (FDA).

“The U.S. Hemp Roundtable sincerely thanks Congressman Morgan Griffith for introducing pivotal legislation to stringently regulate hemp products. We are highly encouraged by the Congressman’s sustained commitment to hearing from hemp farmers and businesses, as well as the millions of consumers, seniors, and veterans who strongly prefer regulation to prohibition. We also value his receptiveness to making meaningful enhancements to the bill prior to its formal consideration,” stated Jonathan Miller, General Counsel of the U.S. Hemp Roundtable.

“Although this initial move is significant, considerable effort remains before the law is finalized. This is why today’s introduction further underscores the necessity of a two-year extension of the hemp ban moratorium to allow adequate time to pass final legislation. We thank Rep. Griffith and the many other bipartisan supporters of HR 7024, which would grant this extension, and we will diligently pursue its approval, together with its Senate counterpart, S. 3686,” Miller continued.

The , should it become law, would mandate that the U.S. Food and Drug Administration (FDA) formulate a complete regulatory structure for cannabidiol (CBD) and other hemp-derived products, offering clarity that is long overdue for an industry that has functioned for years without definitive federal direction.

At present, the absence of federal regulation has resulted in states implementing varying and sometimes contradictory rules, forming a disjointed legal landscape nationwide. This has left consumers without adequate protection and compliant hemp companies in a state of uncertainty. The HEMP Act aims to replace this chaotic situation with a firm, evidence-based federal system.

The introduction of the HEMP Act comes after Sen. Amy Klobuchar proposed a bill () to postpone alterations to federal hemp production rules, and Rep. Jim Baird’s bipartisan Hemp Planting Predictability Act (), which would institute a two-year extension to safeguard the 2026 planting season.
