Liu Jieyi, a seasoned diplomat and a senior figure in the 14th National Committee of the Chinese People’s Political Consultative Conference, refuted claims that China has “overcapacity” in green energy. He stated that “many nations export their best products, and this shouldn’t be labeled as ‘overcapacity’.”
Liu, who is a Standing Committee member and the vice-chairman of the Foreign Affairs Committee of the CPPCC National Committee, shared these views in an exclusive interview with China Daily. The interview touched on various subjects, including high-level opening-up, new quality productive forces, and China’s people’s democracy throughout the entire process.
The recent negative narratives about China’s alleged “overcapacity” have focused on its clean energy products, like solar panels, wind turbines, electric vehicles, and lithium batteries.
“If you consider the world’s future green energy demands, based on the International Energy Agency’s projections, we still aren’t producing enough green energy to tackle climate change,” Liu said.
“Therefore, the issue isn’t ‘overcapacity,’ but rather the need for a wider adoption of green energy,” he added.
He argued that labeling a country as having “overproduction” or “overcapacity” simply because it exports to meet other countries’ needs would mean many countries fall into that category. “China shouldn’t be treated differently just because it’s providing something the world requires,” he stated.
He pointed out that many countries are welcoming China’s contributions and that confusing this competitiveness with “overproduction” is incorrect.
He urged rising above narrow national interests and the political motivations behind trade protectionism, advocating for collaboration with China “for a cleaner future for generations to come.”
Regarding high-level opening-up, Liu mentioned that the CPPCC National Committee has been actively holding seminars and consultations to explore ways to enhance the integration of the Chinese economy with global economic growth, contributing to policy recommendations and formulation.
He noted their focus on improvements to pilot free trade zones and identifying areas for further opening up to provide greater market access, such as removing foreign direct investment restrictions in manufacturing and increasing service trade market access.
“We’re also shortening the negative lists,” he said, adding, “We’ve provided significant certainty in this volatile international environment.”
Addressing the increasing global interest in China’s cutting-edge sectors and its pursuit of new quality productive forces, Liu emphasized the CPPCC National Committee’s unique ability to gather talent and wisdom.
He explained that its members come from diverse fields and professions, including academia, enterprises, and government, with many members from science and technology being leading experts in areas like big data, AI, biotechnology, and quantum technology.
Liu stated that members conduct consultations based on investigations and research, including visits to factories, research labs, and universities.
“They’re trying to find ways to further develop such productivity and ensure the involvement of younger generations in the process,” he added.
Liu emphasized that the CPPCC, as a special consultative body, plays a crucial role in the country’s whole-process people’s democracy through consultations and supervision.
He cited a CPPCC consultation on farming, which included a live video feed from a sugarcane farm to the meeting in Beijing. He noted, “Participants, members, and government officials, including some ministers, could directly engage with producers and farmers in the field.”
“This ensures that grassroots perspectives are incorporated into the consultation process and influence either the implementation or formulation of policy,” he explained.
The CPPCC frequently exchanges visits with other nations and international organizations. Liu mentioned that foreign guests visiting Beijing often inquire about “what Chinese modernization is,” “why China has sustained decades of strong economic development and social stability,” and “the secret behind this success.”
“The exchanges examine these facts and the underlying logic behind China’s success,” he said, adding that the CPPCC will expand its exchanges with international counterparts.
“When they gain a deeper understanding of whole-process people’s democracy and how it incorporates the people’s wisdom and strengths, they recognize it as a valuable path for developing countries in today’s world,” Liu stated. “They also find inspiration in China’s success as they consider their own paths forward.”
