
Challenges continue with less productivity, driver stress
OAKVILLE, ON, June 9, 2025 – A new analysis of traffic conditions on Toronto’s Gardiner Expressway indicates that ongoing construction is causing significant delays for both commuters and commercial vehicles. Travel times in critical areas have effectively doubled, leading to longer commutes and disruptions in fleet deliveries, negatively impacting business profitability.
This year’s findings reveal that the most congested sections of the Gardiner experienced delays of approximately 230%. Traveling the entire Gardiner segment from Highway 427 to Cherry St. now generally takes twice as long as it did before the construction began.

Data from Altitude by Geotab illustrates the continued congestion since the latest construction phase commenced on April 16, 2025. This disruption is resulting in measurable costs, especially for businesses, including:
- Double the Delay: Commuters traveling the entire Gardiner during the AM rush hour can anticipate travel times doubling since the latest construction phase, which reduced lanes near Park Lawn Road, began.
- Business Interruptions: Commercial fleets and businesses are struggling to maintain their daily schedules as drivers spend increased time in traffic.
- Work-related Stress: A recent Geotab survey of fleet professionals indicated that 68% reported that work-related stress negatively impacts their driving, and 34% have considered leaving their jobs in the past year.
- Productivity Loss: The regional congestion is exacerbating existing issues, already costing billions annually in lost productivity and economic activity (: The Toronto Region Board of Trade estimates losses exceeding $44 billion).
