NORTH FALMOUTH, Mass., April 8, 2025 — The Quell Foundation is pleased to announce that Frank G. Frederickson, Rachel Pauletti, Ph.D., and Townley Peters, Psy.D., have been appointed to its Board of Directors, starting 04/01/2025. Their combined knowledge and skills will be essential in guiding The Quell Foundation as it broadens its scope and influence in the years ahead.

Frank Frederickson brings to the Foundation significant experience and a strong dedication to the well-being of first responders. He was a Police Officer for 43 years, including 12 years as Chief of Police, giving him direct insight into the effects of trauma on the public and the officers who serve them. Frank is a passionate supporter of peer support, resilience training, and legislative efforts to promote the mental health of first responders. Currently, Frank is the Director of Governmental Affairs for the Massachusetts Fraternal Order of Police. He also volunteers as a Board Member for the National Alliance of Mental Illness Cape Cod chapter, as a Blue Suicide Liaison for New England Concerns for Police Survivors, and as an Advisory Board Member for the Violent Injured Police Officers Association. Frank holds a BA in Criminal Justice from Northeastern University and a MA in Criminal Justice from Anna Maria College. His leadership and commitment will be invaluable in furthering The Quell Foundation’s mission.

Dr. Rachel Pauletti has more than 15 years of experience in academia and consulting, with expertise in university administration, strategic planning, and using data for decision-making. As an accomplished strategist and leader, Dr. Pauletti has a history of creating programs and initiatives based on evidence, making her a valuable addition to the Quell Foundation. Her experience as Director and National Practice Leader at Forvis Mazars, along with her prior roles in higher education, uniquely equips her to contribute to the Foundation’s mission. Dr. Pauletti earned a PhD in Experimental Psychology from Florida Atlantic University.

Dr. Townley Peters is a licensed clinical psychologist with over a decade of experience in clinical practice, program creation, and advocacy for mental health. Her strong dedication to improving access to mental health services that are evidence-based and to reducing stigma perfectly aligns with The Quell Foundation’s mission. Dr. Peters was a member of the Executive Advisory Board of The Quell Foundation from 2019 to 2025, offering strategic insights and program support for national initiatives focused on eliminating stigma and increasing access to care. Dr. Peters began her career at the U.S. Department of Veterans Affairs (VA) Healthcare System, where she focused on trauma-informed care for veterans and first responders. She holds a Doctorate in Clinical Psychology from the California School of Professional Psychology at Alliant International University, and a Bachelor of Arts in Psychology, magna cum laude, from Boston University. She is board-certified in Dialectical Behavior Therapy (DBT) and is highly skilled in Cognitive Processing Therapy (CPT), Prolonged Exposure (PE), and other evidence-based methods. Her experience as a clinician, mentor, and advocate for mental health makes her a valuable voice in promoting mission-driven mental health efforts at the board level.
