
(SeaPRwire) – DONNELLY, Idaho, March 30, 2026 — Valley County has officially authorized the creation of a Commercial Property Assessed Capital Expenditure (C-PACE) program, introducing a fresh financial mechanism to encourage commercial growth, energy efficiency, and long-term regional investment.
Operating under Idaho Code Title 67, Chapter 38, the C-PACE initiative enables owners of commercial, industrial, agricultural, and multi-family properties to secure private, long-term funding for eligible upgrades. These improvements include renewable energy, energy efficiency, water conservation, and structural resilience projects. The funding is paid back through a voluntary property assessment, requiring no public expenditure and placing no financial liability on the County.
“This approval provides Valley County with a robust, market-driven instrument to foster sustainable growth and investment,” stated Scott Turlington, President of Tamarack Resort. “We intend to utilize C-PACE as a component of the capital structure for our upcoming hotel and mixed-use projects at Tamarack. It allows us to advance more effectively and offers a significant opportunity for further investment that aligns with the resort’s future objectives.”
The initiative was greenlit following a public hearing and the passing of a resolution that established the C-PACE framework and operational guidelines. C-PACE funding is entirely optional and is supplied by private capital sources. Valley County’s involvement is limited to program administration and the recording of assessments, with no commitment of public funds or credit.
